The EdWorks Model does not come in, make recommendations, and then leave sites on their own to complete the work.
Schools are not left to determine how or when to use the tools and strategies. The timing and implementation of the strategies, operations, and tools are driven by an on-site EdWorks technical assistance team. All systems are supported by a system of rubrics to measure progress toward "effective" in all areas of results-driven teaching practice.
The EdWorks Model is guided by a scope and sequence that acts as a blueprint for designing and delivering great schools. Guiding the design, development and implementation of this detailed blueprint is a set of EdWorks-trained on-site technical assistance providers. These providers help schools, districts and states learn-by-doing as they move through a prescribed sequence of steps that will ensure the schools open with a rigorous curriculum and instructional strategies, effective use of human and financial resources, well-trained teachers and an engaged community. Implementation of the "play book" may vary slightly for local context, but all processes must be completed to be successful. The scope and sequence also includes specific facilitation of union and central office decision-making and practice to support the new school development.
The EdWorks team brings specific tools, strategies and systems for helping sites monitor progress, design and operate the school and improve leadership skills at the classroom, school and district levels.

Organizational Effectiveness Rubric
The EdWorks asset-based approach begins with a needs assessment that identifies a school’s strengths and areas for improvement based on a complete set of organizational effectiveness and instructional rubrics developed by the nationally-recognized curriculum and assessment specialists at Edvantia. Teams of EdWorks coaches will conduct assessments of each site based on documentary evidence, interviews with leadership and staff, and building walkthroughs. The documentary evidence for the site will include available district and state data, as well as other locally-developed reports. This assessment will be the foundation for developing a work plan specific to conditions at the targeted school(s).
The Organizational Effectiveness Rubric is a comprehensive set of indicators designed to capture key components of the EdWorks redesign model. It crosses grade levels, courses, and the continuum of services provided for students. Data collected using the leadership rubrics are used to assign a rating that gauges the school’s level of implementation on each indicator.

The Instructional Rubric is focused on integrating effective instructional strategies into the curriculum. These indicators are used to review and assess teacher progress in implementing the components and elements to increase achievement for all students and prepare each student for life in the 21st century. Elements in the Instructional Rubrics are Professional Growth, Unit Design, Lesson Development, Instructional Delivery, and Assessment of Learning. The instructional rubrics also include two special areas of EdWorks cross-curricular focus—literacy and math.
The rubrics are accompanied by a slate of sample tools that are used to record data and to develop follow-up plans. The implementation plan for the sites will be contextualized to meet the needs that have been identified for each campus in the rubrics.
